It may seem strange to you, but it really is so. When all members of the royal family are in the same house or castle, everyone has to wait until the Queen goes to sleep and behind it, they can do the same thing to everyone else.
Apparently, all royal family members have no "reason" to justify themselves to go to bed before the Queen that night, so neither Meghan should do it. Although the latter has already been used to breaking rules.
