This means that the government and municipalities have a legal obligation to compensate all citizens affected by the natural disaster

The Law on Civil Protection states that â??Natural disasters are considered disasters caused by extreme natural phenomena, related to earthquakes, floods and floods and other phenomena affecting people's lives, living things, property, cultural heritage and environment. "

Article 39 of the law obliges the government to declare the state of natural disaster and take appropriate measures.

"The Council of Ministers may decide, for a period not exceeding 30 days, the state of natural disaster in part or all of the territory of the country."

Depending on the type of local emergency (when faced by the municipality or municipalities if more than one municipality and national is affected (when requiring the intervention of state institutions), the government should take measures such as:

Designation of state-owned facilities to serve the citizens to shelter

The evacuation of citizens

Relocation of citizens from damaged buildings

Placing them in safe areas as well

Other measures to prevent the consequences of the disaster.

The government and municipalities have a legal obligation to compensate all citizens affected by the natural disaster. This legal obligation is provided in Article 41 of the Law:
