Good news for all Albanian citizens over the age of 75 has been received by the National Security Commission. The Commission has approved a draft law that stipulates that the deadline for the identity card document for this age group will be without a validity period, ie as long as they are alive.
This decision was taken in order to avoid application costs and fingerprinting due to the physical inability of this age group.
â??Draft lawâ?? On an addition to law no. 8952, dated 10.10.2002, "On the electronic ID card of Albanian citizens", as amended, is proposed in order to solve the problems faced by Albanian citizens. Refers to the category of persons over 75 years of age, who deserve special attention from the implementation of policies, state programs in the provision of public services and are beneficiaries of state programs.
Benefiting from other public services for this category of citizens becomes impossible in conditions when they are unable to move, to whom the concessionaire company applies the moving service at a considerable cost, including the service for passport equipment, to justify the cost. of movement in the apartment. In this context, if compensation from the state budget were proposed for this value, unnecessary costs would be created and which are not foreseen in the budget programs of the two line ministries involved in this issue, the Ministry of Interior, proposing this project and the Ministry of Health and Social Protection.
Based on the communications, the concessionaire company was requested to compensate the value of this service from the budget program of the Ministry of Interior. In these conditions, in order to avoid unnecessary costs that have hitherto burdened this category of citizens, we propose that the deadline for the ID card for citizens over the age of 75 be without a validity period, ie as long as they are alive.

Therefore, it is proposed that the existing document for this category obtained from the age of 75 onwards will be valid for as long as they live. In the same vein, as of June 2019, the Council of the European Union has adopted new rules for a higher security of identity documents. The minimum and maximum period of validity of the electronic ID card, according to the standards of the European Union is 5 and 10 years.
The new rules, which come into line with the proposal in this draft law, stipulate that member states may issue identity cards with a longer validity for persons aged 70 and over.
