The capture of persons with high social risk and those declared internationally wanted continues to be a concern for Albania since most of them have not been captured within the country's territory, while those who are suspected to be in Albania, their photos simply continue to be posted at best and at worst not published because the state police website is down.
Behar Bajri is the only one extradited after his arrest in France. The metamorphosis file revealed how criminal groups cooperate with justice and benefit from it and more. But among those arrested there are those who have not been extradited yet, but also those who have benefited from the lack of agreements between Albania on this matter.
Laert Haxhiu handcuffed in Greece and Gramoz Rexhepi in Turkey are two other much wanted persons for whom Albania has pinned its hopes on the success of the extradition procedures.
The establishment of the Fast unit with so much fanfare in 2019 almost did not lead to anyone from this list in handcuffs even though the crimes took place within Albanian territory.
Bledar Jambelli ordered the murder of former police officer Artan Cuku in 2017. But even though he was in Albania and even though he created the conditions for taking Cuku's life, he still managed to leave for Greece. He was arrested in the neighboring country, but his extradition failed.
The same story for another much sought after Jani Aliaj. After committing the murder in one of the frequented areas of Tirana, he left for Greece.
Altin Hajri is another name who continues to be wanted internationally in connection with the kidnapping and murder of Jani Prenga. His other collaborator, Gentian Funiqi, although arrested in Spain in 2022, has not yet set foot on Albanian soil to face justice.
For Talo Çela, the robber of millions of euros in Rinas and accused of more than 10 criminal events, a cloud of information follows. What is known, the "pilot", as some of the arrested people called him, of Rinas's money, is being sought.
Like Talo Çela, nothing is yet known about Ervis Martinaj, wanted by justice for the "Golden Bullet" operation. The media in Albania continue to raise questions about whether he was killed, disappeared or staged everything, as the clash with rival groups was eliminating friends and relatives one after another.
Erjon Llapushi is another name listed on the list of persons that the State Police considers the most dangerous wanted. In October 2021, he raped a waiter to death in Elbasan. Gazmend Kurmaku told him that the table where he was sitting was reserved for Llapushi after the threats pushed him, while the 50-year-old hit his head on a piece of concrete and died two days later in the Trauma Hospital.
The name of Gëzim Çela as the drug baron was mentioned again this year in the operation of the state police coded as "Flame at Sea" where narcotics were seized, but not the one who organizes the traffic.
Called a "ghost" because no one followed his trail, 30-year-old Ibrahim Lici has been on the run for a long time, evading the justice that accuses him of murder. Even though there was information that Lici could have traveled to Turkey via Kosovo, the Fast unit was still unable to arrest him until he lost track of him in Istanbul.
